Issue 1913 — the REP-2011 hash each of an action’s five endpoints is keyed on. An Iron+ rmw_zenoh_cpp peer keys every endpoint on its OWN type: the <Action>_SendGoal / <Action>_GetResult services, the standard action_msgs/srv/CancelGoal, <Action>_FeedbackMessage, and the standard action_msgs/msg/GoalStatusArray. One hash for all five matched none of them, which is what every registration path carried until 1913.
