Maximum number of parameters the server can store (set via NROS_MAX_PARAMETERS, default 32).
IMAGE-WIDE, not per node. ParameterStorage is ONE flat
[Option<ParameterEntry>; N] for the whole image and each entry
carries its own node, so this bounds every node’s parameters
TAKEN TOGETHER – ParameterServer::is_full is documented
“across every node” for the same reason. The number a contract
derives is therefore a SUM over the image’s nodes, and max here
names a CAPACITY (the most the store can hold), never a maximum
taken over nodes. Reading it the other way is issue 1450.
