Issue 2136 — RawResponseCallback that also receives the id of the
request the reply answers, as rclc’s
rclc_client_callback_with_request_id_t does.
request_id.sequence_number is the id the request went out under (what
the reply was matched on, issue 2009), always; writer_guid is this
client’s request-writer GUID where the backend reports it
(take_response_with_info), all zero where it does not.

As RawResponseCallback; request_id is valid for the call only.
