phase-462 W4c – one SchedContext’s deadline in one mode.

The deadline is the one tier fact a switch can apply: the executor reads SchedContext::deadline_us each time it judges a dispatch. A priority is a thread’s and a reservation is armed at boot, so the bake lists a mode that moves either instead of baking it.

repr(C): the C ABI’s nros_cpp_mode_deadline_t is the same two fields.

The deadline in this mode, µs; 0 = none.
