Which of the two ordered shutdown phases a hook belongs to.

The ordering IS the feature (issue 0790): a node that must release a bus or park an actuator has to do it while its entities still work, so it can publish a final state or answer a last request. After teardown it cannot.

Variants

Pre = 0

Runs BEFORE the session is closed — publishers, subscriptions, services and clients are all still live. rclcpp’s add_pre_shutdown_callback.

Post = 1

Runs AFTER the session is closed. rclcpp’s add_on_shutdown_callback / rclcpp::on_shutdown.
