When a timer activation was due and when it ran — Jazzy's rclcpp::TimerInfo (issue 1974), same name, same two members.
Both are rclcpp::Time on the TIMER'S clock: RCL_STEADY_TIME for a create_wall_timer timer, the clock's own type for rclcpp::create_timer. actual_call_time >= expected_call_time always; the difference is the activation's lateness. Computed by the executor's timer dispatcher (the one producer, shared with C's rcl_timer_call_info_t and Rust's TimerCallInfo), never by this header.
A timer callback receives it when it is invocable as void(const rclcpp::TimerInfo&) — upstream's TimerInfoCallbackType — passed to create_wall_timer or rclcpp::create_timer like any other callable.
