How many changes the store holds between two flushes of
/parameter_events.
A flush runs after every C parameter call and on every spin, so this only
has to cover the changes ONE spin’s parameter services make; a burst past
it is counted (ParameterServer::take_parameter_events_dropped) and
reported, never blocked on. A second change to a name already pending
merges into its entry, since the event carries the value at publish time.
