Expand description

Parse args the way rcl_parse_arguments does, reporting each remap rule in argv order through on_remap.

Returns the first refusal, naming its token; on_remap may have been called for rules before it, so a caller that must be all-or-nothing should collect and only commit on Ok. Arguments outside every --ros-args scope are ignored, so a vector with no --ros-args reports nothing and succeeds.

The remap-only parse: a -p / --params-file here is REFUSED as unsupported, because a caller that only installs remaps would otherwise drop it. A caller that can hold parameter overrides uses parse_ros_args_events.
