Byte Layout of the backing, evaluated against a SUPPLIED unit table.

issue 1197 — the public half of the split. executor_storage_layout is this with NATIVE_UNITS; an external consumer that has recovered the units for another target (a build script probing an rlib, the way nros-c recovers EXECUTOR_OPAQUE_U64S) gets the same arithmetic rather than a second implementation of it.

The OFFSETS stay private: only carve needs them, and it runs in the crate that owns the types. A consumer sizing a reservation needs the total.
