Issue 1970 – the sizing an inline backing is carved at: the image’s
(ExecutorSizing::DEFAULT), or None on an image whose executors are
sized per tier (crate::config::TIER_SIZINGS is non-empty). There the
inline backing is EMPTY – one whole-image backing per tier context is the
cost this issue removes – and an executor opened over a context alone
(rclc_executor_init, nros_cpp_init) is refused, naming the per-tier
road, rather than carved short.
