Service CLIENTS an action CLIENT creates, per action: send_goal,
cancel_goal and get_result (the create_client calls below).
phase-412 – the liveliness pool needs it. Every service client the session
opens declares one liveliness token (create_client in the zenoh shim), so
an action_client spec is one declared entity and THREE tokens; a pool
sized from the raw count is short for every image with an action client.
Held to the distinct create_client(&<name>_info channels by
check-infra-queryable-counts, same rule as the three above.
