phase-462 W4 – ask every executor to judge by mode id’s tables.
id is the baked mode id (0 = the base contract, 1.. the contract’s
modes in key order; the entry names each as a constant). Like
request_monitor_arming this only stores an atomic: each executor
swaps its own tables at its next spin, so the switch is bounded by the
slowest executor’s spin period and never races a rule mid-judgement. An
id an executor has no table for leaves it on the tables it has, and it
says so once.
