phase-474 I1 – every rule id the executor reports, in WIRE ORDER: a rule’s numeric code is its index here plus one, and 0 means “not a rule this table knows”.
The code is what a trace marker and the SWD record carry, because neither
can carry a string. Append only: a capture or a RAM dump taken before a
reorder would silently decode as the wrong rule, which is the class the
callback-trace marker ids are frozen against (callback_trace.rs).
